Construction workers build time second by second

I am trying to remember a movie I watched as kid in the first half of the '90s. To movie was probably made around those years, I would say late '80s at most.

I only remember a scene.

The protagonists (probably a family) are visiting a place outside time where construction workers build the world second by second. I remember one of these workers telling another to put more spray dust above a cupboard explaining to the mother they do this because it has been sometime since the last time she cleaned up there. After that you would hear a sort of humming that gets louder. The workers explain that it is the time which is arriving so they have to move; then world actually arrives, populates the frame the workers have built for just a second with loud noise and then move to the next frame and the humming ceases.

I know it is not much, but I hope someone can remember this.

This is "A Matter of Minutes" (Jan 24, 1986), the third segment of S01E15 of The Twilight Zone (1985-1989), based on the 1941 short story, "Yesterday Was Monday" by Theodore Sturgeon.

A couple get knocked out of sync with time and meet the work crew that builds each minute.

A married couple, Michael and June Wright, wake up one morning to the sound of construction coming through their bedroom window and noises downstairs. They go down to investigate and find men in blue overalls arranging things in their house. These men are uncommunicative, focused on their work.

When the couple go outside, they see more of these men working on other houses in the street, and when they head towards the centre of town, they find the buildings there being worked on by yet more such men. The couple don't see anyone they know, just these mysterious men. At one point, they wander into a building and find nothing inside but a white void.

Then a foreman in yellow overalls approaches them and explains that each minute is like a separate duplicate world that must be constructed ahead of time. The workers don't fully rebuild the world for every minute, just the parts that will be seen within each minute. Normally, regular folk transition from minute to minute without noticing that they've shifted to a duplicate world, but this couple has slipped about two hours ahead to a minute that's still under construction.

Around ten minutes into the segment, the foreman takes the couple back to their house and tells one of his workers to add more dust on top of a cupboard; June remarks that she'd been meaning to get to that.

Near the end, the couple are back outside and hear a noise like a loud wind; the foreman explains that this is the sound of time approaching. Then time catches up to the minute the couple is in and normal people suddenly appear in the street around them.
