Someone has taken my cabin luggage at Heathrow and is in Kenya
I'm asking this question to get some urgent advice regarding a recent incident.
I was travelling from London Heathrow to New Delhi on 15th May 2026. In the security check area, someone took my cabin luggage and left theirs behind.
I informed a security manager at Heathrow but they weren't helpful and didn't seem to have much power to do anything. However, they identified that a black woman had taken my bag and left hers behind. The bag she left behind was silver in colour and mine was black, which makes me somewhat suspect that it could be an intentional theft dressed up as a mixup to reduce suspicion. I've made a UK police report regarding this.
Using my Find My app I can see the cabin bag is somewhere in Kenya.
That cabin bag is my life. It has a folder containing all my important documents and my laptop, on which some important files are not backed up. I never expected to lose my cabin bag as the idea is that it's supposed to be with you at all times.
I'm unsure what my next steps should be. I've raised a complaint with Heathrow airport but it seems the same security managers will handle it and I don't have much hope. I've tried contacting British Airways but they weren't helpful either.
I expect the lady will try to contact Heathrow to get her bag back and if she's thoughtful she will return my bag to Heathrow, but I'm worried she might not do this.
Should I raise a police complaint in Kenya and if so, how? It seems very hard to find information online. Also, are there any other steps I should take? I would appreciate advice on both possible cases: if it's intentional or unintentional.

I found my bag!
Turns out this was an unintentional exchange.
I kept tracking the laptop on Find My and it kept changing locations every 6-12 hours in different hotels. That made me strongly suspect it was intentional theft, but it then stabilised back at Nairobi airport. So I thought that through some miracle perhaps it was unintentional and she had returned the bag.
I talked to BA Nairobi and the Nairobi airport lost and found but they weren't really helpful.
Meanwhile I was asking around for help and thought I might put this in my university WhatsApp group asking for possible police connections. A person contacted me saying he didn't have any but knew a lady working in immigration who had been very helpful to him earlier. This lady was of great help to me and she contacted multiple people (including police at the time I was thinking it was theft) and connected me with several people, one of whom worked in BA and was able to locate the bag. We did a video call in which I was able to confirm it was mine.
BA is arranging to send it back at the moment.
This experience has taught me so many things. Perseverance pays. I was as resourceful as I could be and posted everywhere I could and followed every lead I had (several of which failed and the one that worked was quite unlikely) and with some luck (the lady's goodwill being the biggest one) I was able to find my bag. I didn't give up (which several people including the other answer to this question told me to). I doubt BA, Nairobi airport or the lady would have made the effort to track me down and only through my own efforts was I able to obtain it. This also taught me that even in systemically corrupt places there are good and honest people working against the system and helping people from the goodness of their hearts. You just have to find them. I was contacted by several people who asked for bribes in exchange for help but equally by several strangers who offered to help out of the goodness of their hearts and spent their own time trying to help me (several travelling to various places for me at no cost). Many thanks to the many Kenyans who offered me help in this time! I'll remember you and hope to visit Kenya soon!
I also want to make a final note of the horrible experience I had at Heathrow airport for future travellers. The security manager and a couple of her subordinates were extremely rude to me. They were of no help and started blaming me for it. At one point one of the subordinates said something to the effect of "can we not help this guy out, we were about to go somewhere" (likely said in the context of doing something fun). Shocking how they could be that heartless to someone who was clearly in great distress at having lost their bag with several important documents. I probably should've called Heathrow police straight away.
